There is speculation following the Madrid and London attacks that terrorist
groups might try to detonate a "dirty bomb", biological, chemical,
or nuclear weapon of mass destruction ("WMD") in a major city.
While airports and mass transit systems have already been targets, cargo,
mail and parcel systems are also logical targets. Will FedEx or UPS be used
to deliver a "dirty bomb to Times Square?
According to my sources, current intelligence on the capabilities of terrorists
detonating a WMD is murky at best and seems to lean towards the likelihood
of that not happening. Theories in intelligence circles are that if terrorists
had such a weapon they would have used it already. Intelligence agencies
are working overtime to prevent the next 9-11, having said that, the current
track record of the intelligence agencies is not good, as we have seen in
Iraq and in London.
The likelihood of such an attack is hard to predict due to the complexity
of obtaining the materials, expertise, and counter-intelligence required
to effectively smuggle such a device into the target country.
I don’t think we can expect to see FedEx or UPS delivering any types of
bombs. In order to maintain operational efficiency terrorists need to control
the situation during an attack. This is one reason why suicide bombers are
so effective. They represent the ultimate detonator- detonators with judgment,
if you will. If any type of attack takes place using WMD we can be fairly
certain that the bomb will have a guide all the way to its intended target.
Dirty bombs, in my mind, represent a more likely threat. Dirty bombs are
not nuclear weapons, as understood traditionally; they spray radioactive
material through the blast. Procuring the materials for a dirty bomb is
less difficult when compared to a traditional WMD. One thing to keep in
mind is that a dirty bomb is not an attack against people; rather it is
an attack against the economy. Consider for a moment, in the extreme, the
economic effects of a car (dirty) bomb in Times Square, or Wall Street,
where the entire area becomes contaminated and no longer accessible to humans.
The consequences would be disastrous- to say the least.

What technologies are currently available to help defend against these threats?
As far as homeland security is concerned, detection or sensor technology
is at the top of the list. Essentially, any company that is involved with
the Defense of Catastrophic Threats plays an important part.
